Mr Rafael Hui Si-yan,Chief Secretary for Administr

Mr Rafael Hui was appointed as Chief Secretary for Administration of the Hong Kong Special Administrative Region Government (HKSARG) by the Central People's Government on June 30, 2005. As the leading Principal Official in the HKSARG's accountability team, he supports the Chief Executive in administering Hong Kong and advises him on policy matters.

Mr Hui, 59, had a long career in the civil service, culminating in his appointment as Secretary for Financial Services in September 1995. Mr Hui joined the civil service in 1970 and was appointed an Administrative Officer in 1971. He rose to the rank of Secretary, Government Secretariat in 1996. Early in his career, he served in a number of branches and departments, including the Home Affairs Department, Security Branch, Economic Services Branch and Transport Branch.

From 1977 to 1979, he was seconded to the Independent Commission Against Corruption (ICAC). Mr Hui attended an overseas training programme at Harvard from 1982 to 1983, earning his Master's degree in Public Administration. He was Deputy Secretary-General in the former Unofficial Members of the Executive and Legislative Councils Office from 1985 to 1986; Deputy Secretary for Economic Services from 1986 to 1990; and Deputy Secretary for Works from 1990 to 1991, when he was appointed Director, New Airport Projects Co-ordination Office.

Mr Hui took up the post of Commissioner for Transport in 1992. In 1995, he was appointed as Secretary for Financial Services. He remained in the post for five years and helped strengthen Hong Kong's position as an international financial centre. Having resigned from the Government in June 2000, he assumed the post of Managing Director of the Mandatory Provident Fund Schemes Authority until June 2003.

He successfully launched the Mandatory Provident Fund System in December 2000, providing retirement protection for the workforce. Mr Hui was Director of Kowloon Motor Bus Holdings Limited and its subsidiaries, Kowloon Motor Bus Company (1933) Limited and Long Win Bus Company Limited, from February 2004 to May 2005.Mr Hui was appointed a Justice of the Peace in 1986 and received the honour of Gold Bauhinia Star in 1998.

He was conferred the degree of Doctor of Social Sciences honoris causa by The University of Hong Kong in April 2007.In 2002, he was elected a Steward of the Hong Kong Jockey Club. A keen patron of the arts, Mr Hui served as the Vice-Chairman of the Hong Kong Arts Festival Society (and Chairman of its Programme Committee) from 2001. In 2004, he became the Honorary Secretary of the Hong Kong International Film Festival Society Limited and a member of the Executive Committee of the Hong Kong Philharmonic Society Limited. However, he resigned from all the posts when he assumed office as Chief Secretary for Administration.
